Evan Ellis - A Strategy to Respond to Extra-Hemispheric Actors in Latin America and the Caribbean
Dear Colleague,
With this email, I would like to share with you my new work “A strategy to respond to Extra-Hemispheric Actors in Latin America and the Caribbean.”
The work is an extended analysis of the elements required for an effective whole-of-government US response to the challenges presented by the activities of the People’s Republic of China (PRC), Russia, Iran, and other illiberal extra-hemispheric state actors in the region. It also encompasses the importance of US coordination with like-minded democratic partners both within the region, and beyond it, including the European Union, United Kingdom, Japan, South Korea, and Taiwan, among others.
This work includes an extended presentation of recommendations for US policymakers regarding the “strategic concept” guiding such a response, the key lines of effort, specific institutions and authorities that must be addressed, and a special section discussing the role of the military in a supporting role, in that integrated and internationally coordinated response.
This work grew out of participation in a project for the Atlantic Council on the same topic, including a presentation of these findings at a forum held by the organization in February 2023. The important work of the Atlantic Council on this topic, including an abbreviated and adapted version of this work, will be published in the coming months.
With respect to the present study, I would like to thank IndraStra Global Publishing Solutions for their rapid and professional efforts in making it into an eBook so that I could share my extended thoughts on the response to extra-hemispheric actors in the region with you in a timely fashion.
