Evan Ellis - China’s military engagements with Cuba: Implications of a strategic advance in Latin America
Dear Colleague,
I am happy to share with you my latest work on PRC electronic espionage and new training initiatives in Cuba, and their implications for the U.S. and the region. I focus on what these moves say about both China and Cuba’s willingness to take actions potentially provocative to the U.S. I also put these actions in the broader context of risks posed by PRC commercial/”dual-use” facilities and other presence in the region that could be leveraged for military purposes in the undesirable event of a conflict between the PRC and the West over Taiwan or another matter.
