Dear Colleagues:
With this email, I am pleased to share my new article on the advance of the PRC in Ecuador, and strategic choices confronting the administration of Daniel Noboa, as he begins his second term in office, in managing that relationship.
The article is based on my interactions with subject matter experts in Quito, Ecuador in April 2025, in conjunction with my participation in a very significant and successful forum on China-Latin America engagement, co-hosted by the prestigious universities FLACSO Ecuador, and Universidad San Francisco de Quito.
The event was particularly striking, insofar as the Chinese embassy made a rather heavy-handed, and happily unsuccessful attempt, to intimidate both universities into not hosting the event, and to persuade invited participants to withdraw.
The success of the event is a testimony to the academic integrity and courage of both host institutions. It is also an illustration about how the PRC increasingly behaves beyond, as well as within its borders, as its coercive economic power, “people-to-people” networks, and other capabilities expand.
