Evan Ellis - Finally the Endgame in Venezuela?
Dear Colleagues:
With this, I’m pleased to share my new work examining the U.S. military deployment in the Caribbean, different options for its use, and the possibility of government change in Venezuela.
This article argues that the current U.S. Administration has shown significantly decreased willingness to tolerate the criminal status quo in Venezuela, that it has found is significantly harming U.S. strategic interests through the export of drugs and other behaviors. The current U.S. administration also has generated increased legal and administrative latitude to act, within the U.S. system based on decisions taken by the President.
As the situation unfolds, this work also argues that the size and the composition of the U.S. force gives the U.S. a range of different options that could be progressively employed over time, and not merely action against drug boats, or a 1989 Operation Just Cause-style “invasion.
Finally, this work notes that the legitimately elected government of Edmundo Gonzalez may have a brief window to achieve the very challenging task of restoration of democracy in Venezuela, in parallel with significant risks of a situation that could unravel in criminal violence and political struggle.
