Evan Ellis: Impact of Russia’s Invasion of Ukraine on the Global Strategic Environment and Latin America (English & Spanish)

With this email, I am proud to share with you my new work, “The Impact of Russia’s Invasion of Ukraine on the Global Strategic Environment and Latin America.” It has just been published in English and Spanish by our partner institution, the Center for Strategic Studies of the Peruvian Army War College (CEEEP).
The work examines the impact of Russia’s invasion of the Ukraine on Latin America, through the likely consequences of Russia’s outreach to the region as it planned the invasion. It also examines the broader global consequences with respect to the sharpening struggle between the legacy “liberal world order,” now more unified in reaction to Russia’s aggression…and the emerging “illiberal counter-order.” It explains the latest is not a heiarchy or coherent alternative form of political-economic organization as occurred in the Cold War, but rather, the dynamic produced by the interaction between an ever more powerful PRC, and a disparate group of states empowered by Chinese money and increasingly economically tied to it, with those states benefitting from the weakening of a transparent, rules-based international system as they pursue their individual objectives.
