Evan Ellis - PRC Engagement with Central and Eastern Europe
Dear Colleague,
With this email, I would like to share with you my new short work on PRC engagement with the countries of Central and Eastern Europe (CEE), just published by the United Kingdom Defence Forum eJournal “Defence Viewpoints.” The article is derived from a work that I presented to Romania’s National Defense University, comparing PRC activities in Latin America, to those in the CEE countries. I would like to especially thank first-rate Romanian scholar Alba Popescu and my Romanian National Defense University hosts for the opportunity to conduct and share that research in their organization’s important international symposium in Bucharest.
In the coming weeks, I will be sharing more of my in-depth work in this new research area. Overall, it reaffirms the global nature of PRC economic, political, and other forms of engagement. Overall, it shows both consistencies and important differences across Chinese activities the two regions that provide insights into how the PRC and its companies pursue engagements throughout the world, and the way in which the institutional strength of partners, and their sensitivity to the influence operations and risk of PRC activities in domains like telecommunications, can make a difference in the outcome and the trajectory of the relationship.
