Evan Ellis - PRC Engagement with Latin America, and Central and Eastern Europe: Comparisons and Insights
Dear Colleague,
With this email, I am proud to share with you my in-depth study comparing PRC activities in Latin America and the Caribbean, with those in Central and Eastern Europe, published in Journal of the Americas in English, Spanish, and Portuguese.
In addition to providing details of PRC activities in both regions, the study illustrates substantial commonalities in the PRC approach across them, yielding insights into PRC political and commercial policy formulation. The differences between the region noted by the study similarly illustrates how the Chinese government, its state-owned enterprises and other entities adapt strategies to the political, economic and geographic imperatives of different parts of the world. The comparisons made in this study also provides insights with respect to where the PRC has been more or less successful and why, as well as where governments and commercial actors have been more accommodating or more resistant to its initiatives.
This work also serves as a reminder of the value of the comparative method in studying Chinese global engagement, an area in which there is frequently a limited number of cases, each with high levels of complexity.
