Evan Ellis - Security Challenges in the Caribbean: Threats, Migration, and International Cooperation
Dear Colleague,
With this email, I would like to share with you my latest work on security challenges in the Caribbean. The work is the extended version of a presentation which I made on June 21, 2023, to an event at the U.S Congress Rayburn Office Building, convened by The Institute of Caribbean Studies (INEC) as part of National Caribbean Heritage Month.
The article, available in both English and Spanish, emphasizes the risks to the region from a combination of mutually reinforcing factors with dangerous effect: (1) the economic and fiscal pressures of Covid-19 and the inflationary effects of Russia’s invasion of the Ukraine, (2) the cycle of gang and gun-fueled violence in the region, (3) narcotics and other illicit flows, and (4) an unprecedented migration flow from multiple countries in crisis, particularly Venezuela, Cuba and Haiti.
This work emphasizes the importance for U.S. policymakers to lend greater attention and resources to this strategic region, the southeast maritime approach of the Continental United States, to which we are connected by ties of geography, commerce and family.
