Evan Ellis - The Evolution of PRC Engagement with Mexico

I am proud to share my newest article, “The Evolution of PRC Engagement with Mexico,” just published by Global Americans. The article is number two, of my two part series looking at Mexico’s security challenge. As with the first article, it is based on consultations with a range of US and Mexican experts, as well as other research.
The article examines how the PRC-Mexico relationship has evolved and deepened as a product of specific commercial interests on each side, shaped also by structural competition, distrust, and Mexico’s integration into the US market. The work also looks at the sometimes complementarity, sometimes competition between Chinese interests and AMLO’s economic nationalism agenda in specific sectors such as lithium (Bacanora), renewable energy (China-owned Zuma vs AMLO’s prioritization of the state energy producer CFE), telecommunications (Huawei’s key role as Mexico moves forward with 5G), and infrastructure projects (Hutchison operated ports, CCCC and Mota Engil in Tren Maya)…
