Evan Ellis - The Strategic Significance of the Chinese-Operated Port of Chancay
Dear Colleagues:
As President-elect Donald Trump’s transition team prepares to assume office, some of the names mentioned in Washington DC such as Senator Marco Rubio’s consideration for Secretary of State should be encouraging with respect to the recognition by the incoming administration that Latin America and the Caribbean is central to US security and prosperity (although that may inspire some nervousness in those such as the Maduro, Ortega and Diaz-Canel dictatorships which have long worked against US interests and opened their countries to host an array of criminal, terrorist, and extra-regional state threats…).
With the transition now ongoing, however, the world now pivots to the APEC leaders’ summit in Lima, Peru November 10-14, in which China’s President Xi Jinping returns to the region for the first time since the Covid-19 pandemic. The visit will include a state visit in which Xi presides over the inauguration of the controversial port of Chancay, which PRC logistics behemoth COSCO will operate exclusively as a de facto enclave within Peruvian territory, followed by a state visit to Brazil for the G-20 summit.
At both events, leaders will be grappling with the sudden shift in the strategic environment, which will additionally include important changes of government in Japan and Germany as well.
The present in-depth work focuses on the first of these interdependent, strategically significant issues, the PRC-operated Port of Chancay, and its enormous significance for the region from both a logistics and military perspective.
