It focuses on the government’s balance of a values-based foreign policy, relatively strong institutions, and a strong economic relationship with the PRC. The article focuses on the importance for Washington of understanding and relating effectively to the Uruguayan government’s posture, in the context of the region’s shifting political landscape.
