Evan Ellis Working Paper: China, the Illiberal Counter-Order, and the Role of Values in the Strategic Response
Dear Colleague,
I am proud to share my new working paper, “China, the Illiberal Counter-Order, and the Role of Values in the Strategic Response.” The work is an extended, academic-style “think piece” characterizing the strategic dynamics of the current geopolitical environment, and the risks and opportunities that stem from them. At its core, it focuses on the dangerous, reinforcing interaction between the pursuit of self-interest by an increasingly assertive and authoritarian People’s Republic of China (PRC), which is weathering significant internal challenges, the empowerment of a disparate group of illiberal regimes whose challenges are weakening the fabric of the rules-based international order, within the context of disruptive emerging technologies, which expand stresses on already challenged democracies, while giving the PRC and other illiberal regimes significantly enhanced tools for authoritarian control, and weapons against democratic rivals.
The analysis, which I develop in detail, leads to grave conclusions, including the need for business and other strategists to prepare for multidimensional consequences of the deterioration of the international order, while articulating in new, and more compelling ways, why privileging individual choice and initiative in both the political and economic spheres, with corresponding limits to the power of government and technology is a matter of fundamental self-interest, even if not the most efficient, orderly solution in the near term.
The analysis presented here has been provisionally accepted for publication in English, Spanish and Portuguese by Air University’s Journal of the Americas later this fall. I will be presenting it virtually on June 26, 2024, at the National Defense University in Bucharest, Romania, at the Strategies XXI International Scientific Conference (my thanks to conference organizer Dr. Alba Popescu).
