Evan Ellis - China's Advances in Chile
Dear Colleague,
With this new email, I am proud to share with you my new work on PRC advances in Chile, a reflection on the state of the China-Chile relationship in the context of President Gabriel Boric’s trip to the PRC in conjunction with the 10th Anniversary of China’s Belt and Road Initiative.
As a Pacific-facing nation with considerable reserves of copper, lithium and other minerals, Chile’s engagement with the PRC is natural. Chile’s relatively strong institutions and transparent style of engagement in a framework of rule-of-law increase the probability of positive outcomes, even with PRC-based companies with sometimes coordinated, predatory behaviors. Nonetheless, the sheer breadth and level of PRC engagement makes continual and heightened Chilean vigilance and the maintenance of a diversity of partners more important than ever. As this article was published, for example, China Southern Power was exploring the expansion of its stake in Chile’s main electricity transmission company Transelec, from 28 to 70%, with PRC-based companies already controlling 57% of power transmission in the country.
