Evan Ellis - Climate Change as a Regional Security Issue
Dear Colleague,
With this email, I would like to share with you my new article on Climate Change as a regional security issue, based on a study and presentation done for the Mexican Army’s distinguished National Defense College, and just published by the U.S. Air Force Journal of the Americas.
The article goes beyond the usual discussion of the reality of climate change and how to prevent it. Building on credible studies that climate change is indeed occurring and that global temperature rise will probably not be limited to the international target of 1.5 degrees Celsius, this study examines how the likely continuation of climate change, its varying effects, and the response of states to it, will impact the mission of the Armed Forces in Latin America and the Caribbean.
While recognizing that the capabilities and Constitutional role and legal authorities of the Armed Forces differs by country, this work examines how Latin American and Caribbean military and other security forces may be called upon to engage, with increased frequency, in Humanitarian Assistance/Disaster Response activities (HA/DR), as well as missions responding to the broader effects of climate change on the needs and displacement of populations, changed patterns of criminality, social unrest and possible interstate conflicts. It also examines potential roles of the Armed Forces in projects to mitigate the effects of climate change.
