Evan Ellis - Iran's Re-Engagement with Latin America
Dear Colleague,
With the possible expansion of the conflict in the Middle East, including escalating Iranian threats against the United States and Israel, I am pleased to share with you my new work on Iran’s ongoing re-engagement with Latin America and the Caribbean, just published in both English and Spanish by Seguridad y Poder Terrestre, the academic magazine of the Peruvian Army War College.
Although the article was written before Hamas’ horrific October 7 murder of more than 1,400 in Israel, I believe it is particularly relevant in light of unfolding events, as Iran looks for opportunities to act against the U.S., Israel, and Jewish community targets not only in the Middle East, but globally—both directly, and through surrogates such as the terrorist group Hezbollah.
This work examines Iran’s coalition of diplomatic allies in Latin America, particularly in Venezuela, and secondarily in Nicaragua, Bolivia and Cuba, with the potential for Iran’s initiatives and surrogate networks to expand in the context of a region increasingly in political turmoil, increasingly unreceptive to U.S. security policy concerns, and increasingly receptive Israel-critical narratives in interpreting the human tragedy of currently unfolding events.
This work details the notable work by the Ebrahim Raisi government during past three years to rebuild and expand Iran’s ties in the region, including not only in petroleum and agriculture, but also in the domain of military cooperation and human networks.
